須坂市の指定管理者の評価
（1）評価の重要性
指定管理者の選定は、団体が示した事業計画が、市の求める管理運営水準を満たしているか、管理運営方針や経費等を含む管理運営方法が、住民サービスの向上及び経費の削減を図れるか、などの基準に照らし合わせて行っています。 市と指定管理者は、選定時に評価された団体の事業計画などを前提に、協定書を締結しています。そのため、市は責任を持って業務実施状況を確認し、必要に応じて改善を指示しなければなりません。 こうした経過をまとめた評価書は、市民に公表することで、指定管理者と市のなれ合いを抑制し、施設を適切に管理運営していくために、重要な役割を担います。
（2）評価実施の明確化
須坂市では、平成22年度協定締結分から、基本協定書の中に、利用者アンケートの実施と、業務実施状況の評価について盛り込んでいます。また、平成22年度募集要項（申請要項）から、指定管理者の業務として利用者アンケートを実施しています。 評価の実施は、指定管理者評価実施要領を基本とします。
